Completely agree with the reactions to the "Do not touch" message. OSM data is supposed to be touched.
Apart from that, it seems you're just doing a database dump to OSM, with objects that you hope that aren't present in OSM yet. Did you investigate if some are present? And once the initial dump is over, how will you handle future updates (then you can't just dump data). Even more important, what if the OSM data was altered in some way (deleted, tags modified), how will you handle that? And as a last note, translated messages aren't needed IMO. If the import points to a clean wiki page (and not to a mailing thread that has an attachment in some obscure, supposedly standardised file format), then the wiki page could contain translations of the different possible messages. I'd opt for Dutch messages, since that's the language local OSM users will probably know best.
