No, please use *type=boundary, boundary=fire_boundary*, no admin_level or such stuff.
Otherwise you will have problems to find "your" data later in the osm database.
btw: what is about the legal informations? where do the data come from and where ist the wirtten allowence to use them?
you have to create an import-page on osm wiki - did you? regards walter
