thanks, eric. are you saying i need to get something more than the email i have explicitly stating that i can import this data into OSM?
ill run & fix any validation errors during conflation/importing in JOSM. the address points are a separate point layer, multiple points are not on top of buildings, and there is not a direct link between them at this time. pretty much singular point addresses are on buildings - i was not able to acquire parcel data with "parcel addresses". all the data processing was done in QGIS.
