No. OSM is no free geospatial data hoster and our data model is not suitable for this usecase. Hydrological data is 3D, OSM is 2D (with some hacks 2.5D). https://wiki.openstreetmap.org/wiki/Good_practice#Verifiability Hydrological data does not comply with this rule and that's why there is only very few subsurface data (like pipelines) exists at OSM.
