Thanks for writing and for your interest in improving OSM in your area!

Importing bulk data into OSM and properly integrating it into the existing map is a surprisingly difficult task. But it can be a worthwhile effort, especially in situations where the existing data is poor (and mostly unchanged from a previous, lower-quality import, namely TIGER) and the new data offers a drastic improvement. It sounds like this description fits with your assessment of OSM in Red River Parish.

There will be several steps to take to build a strong successful import process for this data. I suggest we start by creating a page on the OSM wiki where we can develop this proposal.

One initial question we always ask is about the license on the data from your local government. If the data is under restrictive copyright terms, it will not work for OSM. If it is public domain (or CC0), we are good to go. Often government folks will put these files into the public domain when asked. (I had to ask the Orleans Parish GIS staff to clarify the license question before proceeding, and they were cooperative.)

Daniel, if you would like me email me off-list with info on how to access the shapefiles, I would be interested to take a look and work with you on planning the next steps. While I can't say I am very familiar with Red River Parish, in the grand scheme of OSM and the planet, we are neighbors!

We would like to replace all existing road data with our official parish provided data. I also have an address point shapefile with points for every physical address on top of the structure. I would like to start with streets first and then move to the address points. Please advise the best way to move forward with this. I can provide a link to the shapefiles if needed.
