Hi everybody,

as detailed here:
https://wiki.openstreetmap.org/wiki/Import/Catalogue/Laos/RoadsRiversBoundaries

a private owner of the 2010 GIS data of Laos has donated to OSM with
the ODbl license (nice christmas present for OSM community), it
contains approx. all the 11000 villages(with Lao and romanized names),
most of the important roads, and rivers, and the district boundaries.

They purchased a copy of the data from the Ministry? If so, they wouldn't normally have the rights to make such a grant. Can you add information about the terms of sale from the Ministry to Jasper?

The workflow of how to proceed with the data is explained
above(Villages, Rivers and Roads should only used as
reference/background to map with BING/Mapbox imagery using some
offline OSM editor like JOSM.

I recommend completely splitting away the rivers and roads part from the boundaries.

Quick read-through of the proposed plan

- The changeset tags need to differentiate between when handling boundaries, and should have tags to indicate it's an import - source=MAPBOX & BING is non-standard, use standard source values and semicolon separate them. Also, indicate the source of the import
- import=yes is becoming the standard changeset tag to indicate an import
- You mention forests, but don't propose importing any
- End of December 2015 is too soon to import, and wouldn't be adequate consultation even if there were *no* issues with what is being proposed
