Importing data to OpenStreetMap must follow the import guidelines:
http://wiki.openstreetmap.org/wiki/Import/Guidelines
Among other steps, it needs to be discussed with the local OSM community
and global OSM community, and license be compatible with the ODbL.
I guess that changeset should be reverted.
