It is my understanding that these terms apply to those who use the data directly. Those doing the import still need to agree to the contributor terms which essentially nullifies large parts of the restrictions of this license. In how far those doing the import can agree to the contributor terms without violating their contractual obligation with Facebook is a different matter of course.
