Greetings, I have moved along with the proposal, and have incorporated all the feedback I have received.
The process document moved from a Talk page to a main wiki page (so now has a Talk page for any further comment) https://wiki.openstreetmap.org/wiki/LINZ/Address_Import From there are linked info about the datasource, and the code developed to convert and sanitise the data to avoid overwriting/duplicating existing OSM information.
