Hi,
Guatemala borders contain 22 departments (AL4) and 334 Muncipalities
(AL&) of which 321 al6 are in OSM: (where are the other 13?).

Replacing those boundaries or fixing them using shape files will be a
giant work if you want to do it by hand.
The mexican community did the same (or nearly the same) October 2015.
They started with many errors and problems. *Including destroying
international boundaries of the USA, Belize and of course Guatemala.*
After long and heavy discussions they had to stop their project,
redesigned it and started later again.
You should not try the same ;)
