Indeed. Although it's not really a new proposal, I'm just finally acting
on an issue that has been known and documented for a long time.
No, currently you can import ODbL licensed data. The CTs do not prevent
you, and the OSMF, as one of the two parties in the contract, has stated
this. If there was a complaint, the DWG would not remove an import
because it was only licensed under the ODbL.
