It's is a long and frustrating process to negociate for a license. This list
shoujld respect and support people that make efforts to update the map in there
area and avoid ambiguous responses about the ODbL license.

"Problematic by some" is quite different from "problematic for all". No
agreement, so no problem.
I find ODbL licence ok.
