That import had been discussed only for Thailand and as clearly mentioned back then import reviews are never a carte blanche. This was mentioned specifically because the intention of Facebook to in the future piggy back other stuff onto this was pretty obvious. A review only reviews what has been specifically presented - nothing more. Also note that there is no such things as approval of import plans here. There is only the mandatory review possibly resulting in suggestions what to change with the plans. The importer still carries full responsibility for the import. In case of the Facebook Thailand road import it should also be noted that the request to present the data to be imported in advance which was considered a necessary requirement to actually perform an import review was denied by Facebook - meaning they essentially weaseled around the import guidelines, making an import review request but essentially denying the OSM community the possibility to substantially perform the review.
