Sorry for not making it clear. Franklin County is using Microsoft building
footprints that is covered on ODbL. Franklin County does not offer any open
data.

Bay County is using Bay County data which has no restrictions.

We are going to use the MS buildings. Most are very good. The instructions
will make reference to look for and fix building outlines that do not match
the available imagery. The same instructions will apply to Bay County.
