Answering to Martin question, there is indeed a local and active Uganda community that you should contact before coming to discuss in the imports list. You can contact them here: https://lists.openstreetmap.org/listinfo/talk-ug

In case you aren't aware of, you have to follow the steps in the imports guidelines: https://wiki.openstreetmap.org/wiki/Import/Guidelines

They aren't hard to follow, and they are there to avoid damage to the OSM database.

As the dataset was produced by an individual, s/he has to give permission for her/his data to be imported to OSM. You can find some templates that you can adapt to your needs here: https://wiki.openstreetmap.org/wiki/Import/Getting_permission

You also need to add the needed info to the wiki, according to the template: https://wiki.openstreetmap.org/wiki/Import/Plan_Outline
