Think about what you are trying to do.
What are the requirements?
If its to allow people to order goods then you need something understood
outside the local area. OLC codes have the benefit they are well
understood by delivery companies. If you go OLC then the lat and long
are already on the map. It's just a different way of saying lat and long.
If its to associate a particular plot code with a building or plot then
could you just add a tag to the existing building?
Do you want to map the plots independently of the buildings?
How will it display? I know we don't map for the render but not
everyone wants to use JOSM so what device or printed map will they use?
Looking at the imagery I don't see a lot of unmapped buildings. Some
are HOT project mapped so the shapes might need correcting but most seem
to be there to me.

As far as the Open Location Code we had not considered it -- the
advantage of the stand number is that local residents are familiar
with it. OLC codes may take some time to implement.

I am from Zimbabwe and I’m working with the Local Authority in
Kariba Town (a small town in the West of the country). The Local
Authority would like to launch an app reliant on OSM data. The
app is for reporting local issues and users will geolocate issues
before submitting a form. Zimbabwe does not have a great street
address system and most streets in Kariba are not officially
named. Most houses do not have street numbers or street
names/addresses. However, all houses have got what is known as a
“Stand Number” which is given to the property owner when they
purchase their property.
The local authority has good GIS capabilities and has been
creating GIS layers for points of interest and building
footprints with useful attributes such as the stand number. I am
helping them to investigate the possibility of uploading a
shapefile of all property boundaries with stand number attributes
to OSM. This will greatly improve the geocoding possibilities for
Kariba residents.
