Welcome to OSM! We're glad you're interested in helping. That
documentation is very very bare, we all agree that imports are hard to
get right, and, when done right, are a great way to improve OSM data.
When one has a detailed import plan, with links to the data to import,
description of the licence, details on all the OSM users who will be
importing the data, and their experience, a conflation plan, and buy in
from the local community; then imports can be successful. We're glad you
want to help OSM and look forward to seeing you do an import like what
I've described.
tl;dr: That wiki page is missing lots of required information. You must
be more detailed than that. Do not proceed with any import at this time.
