Yes, if a point lies inside an existing building, and it's the only point inside that building, and the building doesn't have existing address tags, I add tags to the building. All the details are in the wiki: https://wiki.openstreetmap.org/wiki/New_York/NYS_GIS_SAM_Address_Points_Import
