Sorry, the .16 came from the RCVPNL.  The SMTPRCV was really .50

I now have your .51 installed. What do I do with the HELO check box? If I read correctly, it would stop the attempts that did not come from my paec.org

Using SMTPRCV .16

Email is getting around the Local Net Checks.

Allow relaying is NOT checked.
The setting is ar   69.20.58.226/32
Accept mail is at   paec.org

There are multiple addresses that are making it in. Other than the address, the log file shows the lines as:
69.243.36.37 paec.org [EMAIL PROTECTED] [EMAIL PROTECTED]
69.30.222.229 valuedeliveries.com [EMAIL PROTECTED] [EMAIL PROTECTED]
etc....

How do you stop it?
