A TF community database of rules is a good idea. With SpamAssassin
I have exactly that type of community. SOme of the community rulesets
I have access to even have scripts so I can have the server look
for updates on a scheduled basis, and email me when it has installed
an update.

With a community approach, many minds can see and fix errors, plus add
in new ideas.
