The only advantage I received was a visual one, as the Time Wait entries in
a Netstat, no longer clutter my screen with expired entries, so now they
only show for 1 minute instead of 5.  According to what I have read, Time
Wait indicates the connection has been terminated/dropped, and any
reconnection, will use a new port assignment anyway.

I wasn't expecting a performance difference, just a visual one.
