What you are describing is the 'design flaw' in IMS that has coused many of
us to use smart hosts to deliver outbound messages, rather than letting IMS
deliver outbound mail itself.

If any single message in a domain's queue is undeliverable (size etc.), IMS
will not go on to the next message in queue, but rather will create the 
domain.mri
file and deferr ALL deliveries for that domain. It will continue to try and 
deliver
the problem message untill all 54? tries have failed, then it will delete the 
message and
move on to the next one.

So, many of us have set up a more intelligent MTA for delivering outbound 
messages, and then
we configure IMS to use that MTA as a gateway. Thereby IMS delivers 100% of all 
outbound messages
to the gateway, who takes responsibility for end delivery. I've been running in 
this
configuration now for around 4-5 years.
