This is in the W2K support FAQ - There is a registry key you need to add.

I am migrating EMWAC IMS from a Win 2K to Win2003 server. When I start the
POP3S service, I get a error:

        The service could not determine the IP address of this computer. 
        Please check that TCP/IP is correctly installed and configured.

The server is otherwise operational. What mechanism does POP3S use to
determine IP address - that I forgot!

I am also having a startup hang with smtprcv service - but no further
details are given in application log, etc. I hope fixing the POP3S issue
will move forward on this one.
