I don't know about SCSM Filter's max message size setting, but Trash Finder (both versions) have such a setting as well. In TF, it is based on the raw message size, which is usually about 30% larger than the size of the attachment. (The increase is from encoding.) What TF does with the message is selectable, but there isn't a "return to sender" option. (That really doesn't pay, since it doubles your bandwidth requirements -- you've already received it, you might as well deliver it.)
