I have seen this happen when you use SMTPRCV and have
[EMAIL PROTECTED] and an email is sent to [EMAIL PROTECTED],
but you do not have accept mail for valid_domain in IMS Control Panel
The email is received by SMTPRCV and then SCSM Filter does not know what to
do and it goes to the blakhole
Why??

The only clue, it is part of a mass mail from the state. If the person
who maintains the state's list sends the message individually, it comes
through fine.
