Create another user account and see if the problems persist when using that
account.
Try repairing permissions using Disk Utility.
Try reinstalling Snow Leopard. When the installer sees you are already
running Snow Leopard it will perform something similar to what used to be an
"Archive and Install".

Blow away my time machine disk, and  start fresh with a new time machine on
snow leopard.  Don't expect time
machine to be happy if you just tell snow leopard to write to a time
machine  disk that was already in use by leopard before upgrade.
