Hi , up to which stage its booting, you are getting the apple logo then restarting or after the system is completely booting into user profile then it's trying to restart, please give the full info regarding this, we will try to help and let us know the config of the model and OS installed in that, in case you are able to boot with OS dvd try to run the apple hardware test(AHT) you will come to know wat's the issue. if you want any help in this blog please try to give all the information so that we can trace the issue soon.
