I've had the 64 gig wifi version of IPAD for a while and have been using 
Cradlepoint WIpipe which works just fine with my Tata Photon. Its battery is 
good for a couple of hours. For 3G I haven't found a device yet, but am sure 
this company would have one. It can be ordered online in the US.
