It can work on both depending on what you want it to work with 

My suggestion 

It is a free app so download and install it now when you are in india and 
register it with your Indian no 
When you go abroad and change sim card and open viber it may ask you that your 
sim has changed do you want to register then DO Not register again keep your 
old no on viber 

As it work on 3G and wifi people whom want to contact you will be able to 
easily and when you call or message anyone that will also be very easy
