Because they introduced this new feature in Mountain Lion called Gatekeeper 
which by default allows installing apps only from the Mac Appstore and from 
developers with a security certificate. If you try to install anything else, it 
fails, thereby enhancing the security of the system. If you want to install 
apps from outside, you can change the preference to allow all apps but that is 
not recommended. So the other way to do that on a per app basis is to instead 
of double clicking, right clicking and clicking on open. The idea is almost 
everyone would just double click to open an app. So if you are right clicking 
to open you are explicitly acknowledging the fact that you know that the app is 
from an unknown source and you are fine with installing it as you trust the 
developer or the source that app came from.
