Images are intellectual property and so are subject to the same Eclipse IP Due Diligence Process [1] as are all forms of IP.
The short version is that if the images were created/generated by project committers, just commit them to the repository. If they are third-party content, then you need to open a CQ. If you're not sure, open a CQ and ask the IP Team.
