The rate limit is also discussed at http://stackoverflow.com/a/29752274/873282. The current idea is to use the infrastructure of Eclipse: The JIPP. See https://dev.eclipse.org/mhonarc/lists/cross-project-issues-dev/msg14310.html. I am trying it for Winery. See https://bugs.eclipse.org/bugs/show_bug.cgi?id=520862. The current state is that the build is integrated in GitHub and starting on demand. I still did not quite work out how to configure Jenkins completely. For the impatient, an alternative would be CircleCI 2.0, which doesn't seem to have these limits.
