That option (on http://portal.eclipse.org) is available only to members of
the various PMCs. I believe that the only practical use for that
functionality is for a PMC member to retire inactive committers on behalf
of the project lead.

The feature used to be more meaningful, but we've been moving the
functionality that had been made available with this feature either into
the PMI or the EF Accounts. Migrating and retiring the portal is a medium
priority task that we're chipping away at.
