I got it to work in the end. There were 2 things that made it non-trivial

Issue 1: login issues

When I log in, I sometimes still see the 'Log in' link at the top-right, making 
it seem like I'm not logged in. For instance, here I'm logged in (I see buttons 
to archive downloads), but it looks like I'm not logged in. This makes it all 
very confusing.

Issue 2: http vs https

It appears I was using http://archive.eclipse.org/escet/ to access the archives 
rather than https://archive.eclipse.org/escet/ (http instead of https). For 
'http' I can't seem to make the delete option visible at all. Once I switched 
to 'https', and logged in a few times until I was really logged in (see issue 1 
above), I could finally see the button to delete the archived downloads. In the 
end I could thus delete them.

The workflow is download -> move to archives -> delete.
