As long as the Industry or Government does not pick it up this will hardly change. In Germany the Federal Office for Information Security has recommended it in their Guideline for Penetration Tests, since then it is well established and the quasi-standard also for other countries. There is only one official institution i know in india who is doing OSSTMM/ISECOM teaching and official certification trainings, this is Koenig Solutions.
