Hi Robert,
W. is referring to the Traditional Chinese language (zh_TW) as opposed to 
Simplified Chinese (zh_CN), not "traditional" as in a locale using a 
none-Unicode character set.

I don't know if Indiana ships with the full set of translations, so 
choosing a locale have obviously have no effect unless the translations 
are installed.

The locale variable to set is "zh_TW.UTF-8" and should work perfectly 
fine. It can be selected from the GDM menu before logging in, or set 
as the system-wide locale in /etc/default/init.
