There may be encumbrances that are causing problems. Legal stuff takes time sometime ridiculous amounts of time. Worse still, one is not allowed to talk about such issues in the open. In addition manpower resources may be limited and there are business needs that have far higher priorities than this work. BTW I cannot test your changes since I do not own any SPARC boxes(I am no longer with SUN).
