No contradiction. They are different repos. This was an attempt to
distinguish between the /contrib and /pending repos. /pending is
a staging repo and not intended for use by users. /contrib is
available for users and supported by the OpenSolaris community.

The idea is to have a low barrier to entry for the /pending repo
so the community could review at the package level for inclusion
in the /contrib repo. This allows the community to see exactly
what they are voting on in terms of allowing packages in without
source code.
