This problem is very common  in Southern India also.  In addition to washing 
with dilute soap solution and spraying the plant with water jet, it is 
advisable to  remove the severely infected parts (leaves and twigs).    In 
addition to  these one may also use some biopesticides  like neem oil ( 3ml/ 
liter)  for two weeks.  One has to keep a continuous watch on the plants.  As 
soon as the infection is noticed better to  remove by water/ soap solution / 
water jet wash., so that the problem  can be minimised. 
The infection is carried by ants.  Better prevent the ants entering from the 
ground.   Make a paste of the specific pesticide available for ants and paint 
around the stem (basal part).   One may also apply neem cake around the roots.

        I suggest you use dilute bathing or washing soap solution to wipe or 
brush over the affected parts. I use a tooth brush to scape the leaves and 
twigs. I read about this in a British wildlife magazine and tried it. It was a 
success. Also soap does not seem to cause any damage to the plants. The process 
is a bit combersome compared to using poisonous substances for ' zapping ' 
pests. I have also used simple water sprayed from close range to wash away the 
infection. I do not use any insecticide or fungicide etc. Hope this is useful.

Can somebody suggest the insecticide/ fungicide which I should use on the 
disease afflicting the Hibiscus plant. first I observed it in Mumbai, and I 
don't know whether I have carried it from there with the plants. Two of my 
lovely miniature hibiscus have been spolt because of it.
