  Have written on this subject before, either on this site or on 
wildflowersofindia.
Carissa congesta is distinct from Carissa carandas .The difference is mainly 
geographical and in the number of seeds in the fruit.
 While C.congesta is found more in and around Bombay, C.carandas is found more 
in the southern [peninsular] part of India.
 C.congesta has 1-4 seeds depending on the size of the fruit, but the number 
never exceeds 4.  
 C.carandas has 4-8 seeds.

Now the ID is still more certain due to the apt description of Carissa congesta.
We call it Karawandachi jali in Marathi because of its such nature....... it 
seems.

The plant i saw was climbing like a Bougainvillea ( the stems too were thick) 
and had reached the upper branches of a tree.  Hence the description.

 Carissa congesta/carandas is what the flowers of India website says. The 
descrition given there is perfect for the plant 
 i saw and photographed. If you feel this is not C congesta but C caranda
then please let me know the differences between the two in order to recognise 
it in field.
