Dear Surajit Ji, Thanks for this upload. To me too, this looks like a var. of Polygonum plebeium but definitely not P. effusum. I have seen P. effusum in field which has pedicellate flowers exerted from ochrea, obtuse tepals and spatulate leaves. Please check with the detailed description of other varieties of P. plebeium. which you have mentioned above. I will also search for some relevant literature and let you know.
