This is Arundinella pumila. But the amplexicaul leaves you see in the 
background are not of this species, but are of Arthraxon sp.; the 
inflorescences are yet to come out. You can see that the inflorescence of 
Arthraxon is still inside the sheath, may be it will come out in another 
few days.
