This must be *Carex fedia* Nees, because -

   1. none has objected to the ID proposed :-P
   2. no photo can be found in the net, except herbarium - 1)

Flora of British India informs "allied to *C. hirta* L.". Many photo of *C.
hirta* can be found in the net.
