This could be V.negundo or V.trifolia. 
The closer possibility is that of V.negundo. The identification key is on the 
leaves.
In case of Vitex trifolia, the leaflets are sessile. A better image of leaves, 
can confirm the
identity of the plant. The sessile leaflets are seen in the link posted by you.
Am attaching the image of Vitex trifolia from my collection.
 
Apart from this, V.trifolia grows naturally along the coast - it is a littoral 
species.

I have managed to get a better image of the leaves. attaching pix of the same. 
the leaves do not appear to be sessile so should we say that this plant is 
Vitex negundo as suggested by you
