I have observed this in many places around Pune. Somehow becoming less common due to large scale construction activity. A large patch of Military area was covered with so many plants last year is now due for construction activity :( Another observation is the exact season of flowering: first fortnight of Oct for last 4 years. I checked the dates of every years photographs.
