 I don't believe that this is Robinia. 

 Is it growing in a tropical area? Any possibility of getting close-up of the 
seedpods?

 Possibly Glircidia sepium or Piscidia piscipula ?

the picture was taken from Mohali in Punjab in the months of moarch i suppose. 
this deciduos tree is mostly in its vegetative stage but when it flowers only 
flowers are visible on most of the trees and only a few leaves are there. i 
have seen some trees with drooping branches also and they look magnificent with 
leaf shades varying from dark green to light green towards the branch tips.
