Some characters as per FOH which are seen here.
*Salix flabellaris*
Dwarf shrublets of height up to 60cm.
Leaves : Shiny hairless mostly 2 cm long, paler or glaucous beneath and
with toothed or almost entire leaf margins.
Male catkins cylindrical 2cm, yellowish hairless short stalked born above
the leaves; nbracts obovate,brown hairless; stamens filaments hairless.
Female catkins similar to male 2.5cm stigmas entire.
Fruiting catkins rather lax; capsule 3.5mm.reddish hairless.
I think the picture above shows the red fruiting catkins.
