There are 3 possibilities for the drying and resin oozing
1. The main branches got cut, some caterpillar infection may be the there 
inside the tree
2. The root of the tree got damaged considerably due to construction 
activity.
3. Some root interaction might have  happen with near by jack tree. I saw 
such liquid oozing in jack trees.
