I have sufficient hesitation, but you may check *Alysicarpus bupleurifolius*
 DC.

It should have terminal raceme. But, FBI combines it with two FI entries - 
1) with red flowered

2) *Hedysarum gramineum* Retz.

In Roxburgh's word - 1) "Difference of soil and situation produces such 
great changes in this plant...."; 2) flowering time the wet and cold 
season' 3) raceme (spike in another entry) terminal and leaf opposed.

informs flowers are yellow, while FoP

Perhaps this population is yet to develop a terminal spike/raceme. Or maybe 
I am moving towards wrong direction.
