Arisaema consanguineum in Sikkim is pretty much conform the holotype and has 
narrower leaflets with drooptips, a non-striped, all-green flower with a wider 
spathe blade ending in a long, filiform apex. The spathe tube in consanguineum 
is also not narrowing towards the spathe mouth like the plant on the pictures 
so I agree with Manudev about his identification as concinnum. Consanguineum 
rarely occurs in Sikkim, concinnum is much more common, both in Sikkim and in W 
Bengal, often forming colonies due to its stoloniferous behavior.

The plant is most probably Arisaema consanguineum a rare plant endorsed in IUCN
